From Ultima Online Forever Wiki
UOForever has different skill gain rates depending on your location. Following the general theme of risk vs reward, the skill gain works as follows:
- +50% in dungeons
- 0% in wilderness/town
- -25% in house
- -100% in the West Britain Bank(which is a no harm zone)
